Levels of analysis
Consider this statement for a moment.
"A wide ranging trade agreement was today signed by the State of Texas, Florida, France and Hudiksvallskommun." Does something sound not so right for you here? It would seem that the trade partners above are not of equal standing, and therefore highly unlikely.
